REPORT ON THE ANALYSIS OF THE SALARY SITUATION OF BURUNDIAN CIVIL SERVANTS: PURCHASING POWER, SALARY DISPARITIES, AND SOCIO-ECONOMIC IMPLICATIONS

The quality of any public administration depends largely on the motivation, commitment, and living conditions of its civil servants. When a public employee does not have sufficient income to meet their family’s basic needs, the efficiency of the state itself suffers. In a context marked by persistent inflation, a continuously rising cost of living, and a gradual erosion of purchasing power, the issue of civil servant salaries has emerged as one of the major governance and development challenges facing Burundi.

It is with this in mind that the Iteka League and King Umurundi Freedom, within the framework of the UMUSEKE program, undertook this study to assess the current state of salaries for Burundian civil servants. The objective is to measure the alignment between actual salaries and the real cost of living, to analyze existing salary disparities, and to assess their impact on the living conditions of civil servants, the quality of public services, and the country’s socio-economic development.
