Article 11:

The meetings of the General Assembly of League members are chaired by the bureau, which consists of the President, Vice-President, and Secretary General. The bureau of the General Assembly chooses the rapporteur. However, the General Assembly’s executive committee may not include any member who is personally involved in one or more items on the agenda, particularly in the case of candidacy for election to the League or proposals for disciplinary action.

Article 12 :

Article 13 :

After verification of its powers, the General Assembly deliberates on the items on the agenda set by the Executive Committee. The General Assembly may decide to include any item proposed by a member on its agenda.

Article 14 :

At General Meetings, the election of all or some members of the League’s governing bodies, and the suspension or expulsion of a member of the Executive Committee, the Supervisory Board, or the League’s High Supervisory Council, shall be decided by secret ballot. Other decisions may be taken by a show of hands or by consensus.

Article 15 :

A member may vote by proxy. To be valid, all proxies must be in writing and submitted in advance to the General Assembly office, which will verify their validity in terms of content and form. The proxy must be issued by a member of the league. It must specify the mandate and the proxy holder, as well as the specific purpose of the mandate. No person may hold more than two proxies.

Article 16 :

Three months before the end of its term of office, the Executive Committee shall establish an electoral commission responsible for organizing elections in such a way that they are free and transparent and take place at the end of the term of office. The composition of the electoral commission shall be communicated to all members of the league through a letter from the President of the League to all Presidents of provincial federations and sections and to members of the supervisory board.

Article 17 :

The electoral commission comprises five members: a chairperson, a vice-chairperson, a secretary, and two members. It must be composed in such a way as to reflect ethnic balance and ensure, as far as possible, equal representation of men and women.

Article 18 :

The electoral commission analyzes the admissibility of candidacies in light of the league’s ethics and values. If necessary, it submits a written report to the Executive Committee and presents the reasons for rejecting a particular candidacy to the General Assembly.
